Wolfowitz was not saying that bringing democracy to the Middle East was an altruistic move by the US. Rather he was saying in point 2 that there is an issue about how do you fight terrorism? He argued that fighting states that support terrorism was a necessary step and he thought that Iraq was such a state. Bringing democracy to such a state was a way to make the regime change stick..
