But this makes no sense, since Samsung would be also selling unlicensed product (since Qcom chips are equally without a Nokia license).

Ok - but in that case, Qualcomm spins off chip business from the rest. Nokia already decided last time that this was a road they didn't want to go down. I.e. it realized that the combined firm was giving royalty breaks that the separate firms would not give.
