That's how it strikes me too. I saw one of the "conspirator's" sister on TV today, and if he is as sharp as she is, he couldn't even book travel to Chicago, let alone blow up the Sears Tower.

They asked the FBI AQ guy for $50k, guns, boots, uniforms, etc. The FBI gave the guy the video cam he "cased" the federal building with! It's unlikely ANYTHING would have happened without the FBI involvement.
