I read somewhere that the database being tapped was a world-wide financial clearinghouse in Brussels. Apparently, all international transactions go through that clearinghouse. So, it would seem that people should be wary of all international transactions, not just those with the US.

Two ways to look at this, and I'm not sure either is wrong. Depending on whether one comes down on the side of privacy or on the side of protection, your statement could be true or false, and equal weight could be given to either answer. I would ask, though, what public purpose is being served by the NY Times publishing investigator's methods and sources?
