"Lack of wherewithal" is no reason to minimize a threat.

Seems to me, not a lot of wherewithal was involved in
911 - merely the money to travel to and live in the US and go to pilot school, plus some simple weapons like boxcutters. In the Oklahoma City bombing (not to mention the first WTC bombing) a rental truck filled with fertilizer and fuel oil did the job. Two guys with an old car and a rifle terrorized the Wash DC area for a good while. Any of us could pull off something like this if we had the mindset to do it. Could those guys in Florida really have brought down Sears Tower - maybe they could. At least they could've done some real damage and killed a bunch of people.
