How about just a time limit for the "all steps necessary" thing? Otherwise, we have an Executive branch that is above the law and we thereby cease to be a republic any more. By offering zero checks on the Executive branch, this Congress will go down as the most pathetic collection of rubber stampers in its often sorry history.
