Note that in Iraq, there are actually very few foreign fighters, less than 5% of the insurgents. There are few foreign fighters in Iraq, not many.

The Al Qaeda ideology is of Saudi Arabian, not Iraqi, origin. Zarqawi's foreign fighters did a disproportionate amount of the mayhem in Iraq, since they comprised nearly all the suicide bombers and were responsible for most of the biggest mass casualty attacks.

If Al Qaeda in Iraq is hurting as much as the US Army claims, we should see fewer 'spectaculars' and fewer suicide bombings in the next few months. The Sunni insurgency goes in for IEDs, gunfights and smaller bombings.
