You can argue if you wish that they may have that wherewithal, but you can't reasonably argue that wherewithal doesn't matter in threat assessment.

The wherewithal required is very low when suicide missions are not a problem and neither is target selection - any old infidels will do.

How much wherewithal did the London bombers who killed 50 people on the London Tube have? That was strictly a copycat affair.
