Tricky question, but I can answer that.

Yes, it is "conservative" to invade Iraq without a plan for the occupation of Iraq.

Reason: There isn't any other political group that falls over themselves on the notion that a plan is obsolete once the invasion begins. Since it would be obsolete at day one, why would one bother making a plan?

This is fundamental to conservative foreign policy. In practical application it goes this way: One can't predict the future. Let's try this; see what happens; and then go from there. Eventually, we'll get the outcome we want.
