So WHY are we rushing in to offer them light water reactors and freeer trade and everything else? We're calling their bluff. Because those reactors and other benefits will only happen when Iran's government agrees to open up all of their nuclear programs to full and unimpeded inspections, as per the NPT. Thus, we put the political ball back in their court and they have to counter with a proposal that forces them to accept these terms and resolve themselves to having to stop their weaponization program, or risk an escalation in the political tensions that will result in a UNSC binding resolutions.
