If you where going to kick out all Mexicans or other people from Latin American than it would be ethnic cleansing. Kicking out illegals would not be. That doesn't mean it is a good idea, or that it could be done without the government being abusive, but it wouldn't be ethnic cleansing, and it also isn't an idea that is supported by a majority of the supporters of tougher border controls and/or greater enforcement of immigration law.
