It's the Japanese population that might force their government to go nuclear. That's why they need to feel "safe".

This isn't a good anaolgy. The Pershing missiles were OFFENSIVE MIRVed ICBM's with 12 nuclear warheads each. The Patriots are strictly defensive, and I'm sure the N. Koreans know they'd more than likely not be effective.
