Why should they be rewarded with exactly what they want - the fact they are launching this missile is their attempt to force a negotiation. We should shoot their missile from the sky and render their test void. If we hit it - it would be a great embarrassment for them, besides in international waters it's not an issue of sovereignty, if we miss it only means we need to focus more money on building better systems. Either way we can't lose. Start a negotiation outside the six party talks and you've lost before you started.
