Imo he is mistaken in comparing the housing starts to new orders. Builders take orders in advance of the starts. Thus the lower new orders will effect starts down the road, but not now. What is more likely to effect new starts now imo is cancellations.

Until the backlog is worked through cancellations are what will effect starts and sold homes, new orders will hit a ways down the road.
