It has been implied by some, and expressed by others, that the issue of licensing fees led NOK to terminate the JV with Sanyo.

But NOK's press release did not say that:

"Nokia decided not to pursue its earlier plan as it concluded the terms and conditions of the proposed partnership were not satisfactory and in the best interests of Nokia's long term success."

Q specifically then states that no additional fees or agreement was necessary:

"As far as news articles reporting or implying that QUALCOMM's licensing terms resulted in the failure of Nokia to complete its previously announced joint venture with Sanyo," said Altman, "these are simply untrue. The joint venture company was planning to operate under Sanyo's existing CDMA license agreement with QUALCOMM, and no changes to the existing license agreement were required or requested."

Perhaps both parties are correct.

Is it possible that Sanyo wanted something from NOK in exchange for its JV contribution of "Sanyo's existing CDMA license agreement with QUALCOMM"? Something that NOK was not prepared to give (e.g., a royalty free license to GSM). After all, NOK specifically blamed the "the terms and conditions of the proposed partnership" -- and that partnership was with Sanyo not Q.
