Why not shoot for 100%; solarize every federal bldg, put windmills on all the big military reservations, require the entire federal transportation pool to be oil free by 2020. (except maybe the military, which may have a tough time running planes on EtOH, or whatever). Put some money into developing the infrastructure; a few solar factories, a few windmill factories. And put in co-generation facilities where possible;(like incinerators). Doesn't mention the rail system at all, except for the metaphorical third rail. It takes a lot less energy to move goods by rail, and even less when the train is electric. Get the long haul trucks off the road. And, if they are gonna build their NAFTA superhighway from border to border, they should do a train instead.
And this... "Believe me, if we're spending 2 billion in Iraq in one week, we can commit $2 billion in funding for cellulosic biofuels over the next ten years! " If we can spend 2B a week in Iraq, we can spend 2B a week at home. So bring em home and spend it here.
