UTTERLY STANDARD OPERATING PROCEDURE FOR THIS ADMINISTRATION. AN EVENT SUCH AS KATRINA REPRESENTS HUGE OPPORTUNITY FOR SCAMS TO "FRIENDS OF THE ADMINISTRATION" AND IF THE MONEY TRAIL WERE FOLLOWED, NO DOUBT SUBSTANTIAL AMOUNTS FLOW BACK TO "CAMPAIGN FUNDS".
