[ALAN] - miners. They should've gotten all over that one. While GPS tracking would'nt work and RFID would certainly present some serious challenges a hybrid of the two such as a Wi-Fi Positioning System (WPS) using unlicensed (or licensed depending on strength needed) wireless spectrums once setup correctly would definitely become a first response technology in pinpointing miners trapped underground.
