Restraining orders kick in at the beginning -- a person who claims to be a victim of domestic violence can get a temporary restraining order the very same day of the event just on an affidavit with no other evidence.

I've heard a lot of anecdotes about the wives and girlfriends of cops getting or threatening to get restraining orders so the cop gets put at a desk job or suspended.

There's a lot of "war of the sexes" power struggles and abuses involving domestic violence charges -- not that I am denying that domestic violence is a terrible problem. Women bring charges when they're mad and then when they cool down change their minds, maybe because nothing happened, maybe because they actually started it, maybe because they need the meal ticket, all kinds of reasons. So common it's disgusting.
