"may be continuing" Lots of things may be continuing. They punished the people doing the abu Ghraib stuff which ought to reduce the likelihood of future breaches of policy.

In that rare event, it is an arguable issue morally. Even that exception wouldn't make torture a routine policy as liberals claim it is.
