Those could very well be things that a colonial power would do but they aren't enough to make for colonialism.

A country intent on conquering its neighbors will probably strengthen its army but building up your army doesn't mean that you want to conquer your neighbors. A totalitarian government will be fairly likely to own the media but that doesn't make the BBC a sign of totalitarianism. A temporary occupation of Iraq, followed by a passing of authority to an elected government doesn't make for Iraq being a colony of the US.
