Why did he hold elections? Because of his commitment to democracy? Nice quip, but doesn't quite wash. Saddam certainly was attached to the appearance of popular support, just as he was attached to the appearance of piety. It was all to shore up his political power. I wasn't suggesting that Saddam was actually becoming pious. I suspect you understand that quite well.
