Questions I have is how temporary is temporary? Temporary as in already over. We no longer are a real occupying power in Iraq. The provisional authority is no longer the government of Iraq. If it was intended to make it a colony it would never have been "provisional" in the first place. It would have been a semi-permanent governorship over Iraq.
