What that tells the parties is that, if they can get sufficient control in any state, they can redraw the districts in such a way as to guarantee they will NEVER be out of power. Delay gerrymandered districts that had voted 17 to 15 Democrat in Texas so the next time they voted 21 to 11 Repugnican. The parties have computer programs that do this quite precisely based on available data automatically.

As unpopular as the Bush and the Republicans ARE now, they may actually regret this decision, as the DEMOCRATS may be redistricting in many states after November! What goes around comes around..
