If something is a belief system, and how strong it is depends on how one uses the information. In general people go through life with belief systems of all kinds whether they know it or not... if you use scientific theories to make decisions in your life, you're using them as a belief system... backed by facts and and peer review as you say:

""In science, a theory is a proposed description, explanation, or model of the manner of interaction of a set of natural phenomena,""

Every theory gets revised, so it's not some ultimate truth (to think so would be a belief system backed by peer review, facts AND hope), although we could say it's as close to the truth as science can get right now.

One could argue that Viox was a belief system based on "scientific data"... now, for most, it's not.
