they were interviewing a group of home owners last monday all flooded out. behind them was hundreds of acres of vacant land stripped of trees to make room for new housing development. nothing to stop the runoff , trees and ground cover gone and it was massive run of water into their homes.
i doubt if small contractor he will have sufficient insurance to cover damage.

in another location neighbors were saying they never had problems with street drains until a new development went up two miles up the road.. the town or city put in a new drainage system a few years back . now drains cannot handle the volume of water and they have been flooded out three times.

when you upset the area you may be causing some big time problems far away. it happen to me back east, boston area decades ago.. they started to fill in along river for boat house expansion. my back yard two blocks away was low and it started to accumulate water in winter and spring and not go away until summer. i expect they pushed water table some with trucks and trucks of fill the year before.
