The article was an Op/Ed from the WSJ.

Buffett's pledge is to give roughly 5% of his BRK stock per year to charities including the Gates Foundation.

One of his goals appears to be to avoid paying the Death Tax that he advocates keeping. As the writer said watch what he does not what he says.

Buffett could singlehandedly pay a month or more the US federal interest. If he supports the death tax he would naturally be assumed to want his estate to pay it.
