That really doesn't make sense.

That is similar to a theory of infinites, in which everything that could ever happen has already happened and sits in a meta-something while we journey on a particular path through it. Such a theory is actually a lot more constrained than if things just happen as they get around to it. More constrained means less likely.

To use the discussion on evolution as an example:
A billion years ago there were no elephants. (There weren't even any multi-celled animals). It's not true that elephants were a potential waiting to be realized, they didn't exist.
Had circumstances been a bit different at any one of many critical times, there never would have been elephants. Perhaps dinosaurs would still be dominant and the biggest mammal would be a mouse.
