That's what I thought. So why isn't this a good thing?

Because Bush had the right to handle this under his war powers. The SC ruled otherwise. It gave more power to Congress vs the Presidency.

Politically, it will work out fine. It makes an issue of it for the upcoming election, and a bill will be passed allowing Bush to do as was planned.
