The point is that Buffett wants you and me to pay Death Tax but he does not pay it himself. He is giving a billion dollars to fund his children's employment. He claims to support the Death Tax but acts to avoid paying it.

As far as economic benefit from an estate, the most economically beneficial beneficiary is the offspring of the decedent. Even large inheritances are substantially spent within 18 months of receipt. That spurs economic activity and gets the money into the hands of entrepreneurs who use to grow the economy. Charities hoard it and only dispense the interest. Government just spends it and then budgets for receiving as much every year for perpetuity.
