After the murder of the Israeli Olympic athletes in 1972, Golda Meir made the decision to "hunt down and kill the guys who did it". History demonstrates that this did not work as a deterrent to terrorism. The idea was that people should know that it's not OK to kill jews. But they kept killing jews anyway, often in retaliation for the deaths of other terrorists.

Bush wants to "hunt down and kill" all the terrorists. That's an impossible job, for starters, and a counterproductive strategy, in my opinion.
