After the murder of the Israeli Olympic athletes in 1972, Golda Meir made the decision to "hunt down and kill the guys who did it". History demonstrates that this did not work as a deterrent to terrorism. The idea was that people should know that it's not OK to kill jews. But they kept killing jews anyway, often in retaliation for the deaths of other terrorists.


That's a very simplistic and questionable conclusion to draw. It implies that the only measure of effectiveness is if nobody tries to kill Jews anymore. Most counter-terrorism accounts I have read credit Golda Meirs efforts with keeping the count of Israeli dead by terrorism low; certainly far lower in the 80's than they became later in the 90's, when the Israelis were trying to be reasonable and negotiate.

If you draw a timeline with a histogram of Israeli casualties from terrorism, you will always see spikes and higher casualty levels at times of "peace negotiations", not at times of no negotiations and Israelis being aggressive.
