My recollection of the facts is that reports of abuses at Abu Ghraib began to surface in 2003, but were not taken seriously until January 2004, when one of the participants put together a CD-ROM of photographs of the abuses

The facts are that the abuses occurred between October and December, 2003, and an Army investigation was initiated January 2004. A criminal investigation by the Army was initiated prior to that.

The investigations were initiated after one of the NCOs came forward and gave the CD to the Army in January 2004. That CD was the first notification of abuse.

Not taken seriously? Three investigations were launched at first notice.
