The US had the opportunity to lead the world in rebuilding Iraq. But it squandered away that opportunity, when it restricted the bid process to only US contractors and those from coalition countries. Another than annoying some of the people/companies/countries that might have taken part in the rebuilding the net effect of the decision was close to zero. As for Mr. Maliki and Bush's visit - Yes it would be normal for a visit from a head of state to go through normal procedures, but the lack of that happening hardly makes Iraq a US colony.
