I'm on the verge on concluding that we should scrap the whole thing, all but the transparency stuff, that is. My opinion is pretty much the same as what you are on the verge of. If you regulate campaign finance than people find loopholes. If you stamp out the loopholes people find new ones. If you can ever managed to thoroughly stamp out all important loopholes than you wind up restricting political speech.
