i think he gave it a decent try for about nine months and the real problem is forgot about other programs. the time wasted on soc sec when congress wouldn't do a thing is what hurt Bush not him screwing it up. apathy in congress about the program. selfishness in not doing anything until the democrat are in control was another reason.
