I have thought about your seat belt problem and I think the solution is a special sticker, like the handicapped sticker, to be applied to the car- and received from the DMV, that allows you not to wear a seat belt after presenting appropriate documentation in support of your condition. Obviously to get this moving you would need an interest group to ask for it- but I wouldn't think it would be hard to get lawmakers interested in such a thing.
