Your saying that reminds me of the Dems complaints about Clinton in his last years in office. The mythology goes, and I have little doubt there is more than some truth in it, that presidential worries about their legacy become overwhelming if they make it to their second term. Well, the Dems complained no end that Clinton cared more about that their own need to get reelected.

In that guise, one might imagine Bush caring more about Iraq than about the 06 or 08 elections. But, given that, and it's most likely true, the immediate contrast with Clinton is interesting. Clinton kept working at things, changed his mind, invented a different policy, kept focused on policy, etc. Bush, by all accounts, throughout his presidency, has not been a detail man, not a policy type, and prides himself on "doing the right thing" and not changing his mind. Thus, with no great challenges ahead, he simply motors on down the same highway.

They are almost certain to resurrect the "privatize" social security debates any day now.
