My own view over the last couple of years has been that QCOM should have REDUCED royalty rates in order to reduce the incentives these guys have for avoiding payments altogether

Since you think Qualcomm should reduce royalties, then aren't you saying that by Nokia going through all these measures to accomplish that end, that they are actually acting in the best interest of Qualcomm?
