If a GSM operator goes from GSM to WCDMA it's now a victory for GSM??? Of those 25, most are WCDMA upgrades albeit there are a few 2G backwaters in the group.

I think you have misread the article... it's not talking about GSM carriers upgrading to WCDMA-- If i understand correctly, it's talking about 25 CDMA operators "downgrading" to GSM and later (presumably) upgrading to WCDMA. I had no idea there were that many documented cases of CDMA flipping to GSM (I only knew of the threats of Telstra, Reliance, and Vivo). Considering the cost of evolving CDMA to 3G (via EVDO) was supposed to be overwhelmingly cheaper than GSM=> WCDMA, I find it telling (and disturbing) that any operator would switch from CDMA=> GSM=> WCDMA. For what purpose?

On the other hand, this statement from the article is disingeneous at best...
No instances have been identified of a network operator abandoning GSM in favour of CDMA.

With the exception of Telstra, most of the documented CDMA-to-GSM flips intend on maintaining the "legacy" CDMA network for the foreseeable future, as I understand it. If those operators are counted as "flips" for the purpose of this article, one HAS to count China Unicom as a GSM-to-CDMA "flip," since the GSM network was there prior to rolling out the CDMA network, both of which are currently running in parallel. So to be fair, the scorecard should be 25-1 at worst (in favor of GSM).
