Considering the huge amount of police and fire department personnel I observed, along with equipment, I find that really strange.

I don't think you can infer too much from the size of the response. There have been three accidents recently at the intersection leaving my community. I have witnessed all three, not the accidents but the responses, and none had fewer than five police cars two ambulances and two fire trucks. Only in the most recent one did they need even one ambulance and in none did they need a fire truck. Each required closing the roads for a bit but surely you don't need five cop cars to do that. Maybe two. So I'm not as impressed as you by the resources deployed to your incident.

Maybe if you chat up your neighbors nearer the incident someone can quell your curiosity. I know it always bugs me when something happens and I can't find out what.
