yes by the current rules, now being reviewed by TRAI, they'd get twice as mucgh, but the cost of switching goes way up unless they can sell their networks to Tata, or maybe Unicom, etc. But the whole idea of demanding lower royalties and rejecting equivalent or better chipset discounts displays how fraudulent the whole thing is at the level of Anil Ambani's decisions. The government appointments and decisions is another kettle of fish. TRAI may be more independent.
