I agree. Govt should allocate spectrum to the technology people find superior and prefer. India allocates spectrum based on subscriber count....so your comment describes exactly what they are currently doing. The only issue is that if a GSM carrier has 10 million subscribers, they get twice as much spectrum as a CDMA carrier with 10 million subs. That decision is anything but technology neutral. Slacker
