That's a bad analogy. Are you comparing publication of the fact of SWIFT monitoring -- without any details -- to publication of plans for D Day? Sorry, not comparable. What about this one: let's say the government had worked up plans to round up and imprison all Japanese immigrants and Japanese Americans at the onset of WW2. A newspaper learned of these plans. The government said publication would destroy the war effort. Should they publish anyway?
