The news report I heard had varying numbers of rockets in it.



Look at this graphic from USAToday for example. It says that the missle has a range of 2485-9320 miles and is "capable of reaching Alaska, Hawaii, and parts of the Continental United States".

The graphic shows Washington DC to be 6879 miles away, so it seems that the only part of the U.S. it can't hit might be Puerto Rico.

The real point is that nobody is trying very hard on their fact checking.

Now look at this tidbit from MSNBC.
The failure of the Taepodong 2, 40 seconds into its flight, was also viewed as a setback for the regime, suggesting its technological capabilities since the last launch of a longer-range missile in 1998 have advanced little.

North Korea fired six missiles – five of them short-range Nodong or Scud-type rockets – from two sites between 3.30am and 6am local time on Wednesday. A seventh, probably another Nodong, was fired at about 5.30pm.

Probably is the kind of weasle words that the administration uses. The administration has reason to discount the event since it only highlights how impotent the administration's new strategic planning is.
