It would be nice if a non-political factor like water started to limit suburban sprawl in America.

Well, water or oil. You talk about 4$/gallon petrol; well we're now at £1/litre, about $7/gallon. And prices aren't going to fall significantly. Fuel cell cars or hydrogen engines don't look like coming in soon, not in suffcient numbers to make Dallas sprawl viable (never mind Vegas or Pheonix), so either people get used to very small cars in these areas or they'll be priced out of most people's reach.
It's not just the distances, it's the requirement for multiple cars because there's no other way to get around. There's no public transport and no provision for it. And of course instead of having small local shops you have one Walmart - so everyone has to drive there, AND all the goods have to be ferried to these vast warehouses from a few central depots, where they in turn are shipped from many suppliers... it's not a sustainable model.

I agree that politicians won't want to face it. But the exurb residents will, within my lifetime.
