If Bush is the example when he overstated the existential threat posed by terrorism then diverted huge amounts of resources to attacking the wrong "enemies", there is a chance that Gore's overheated rhetoric will have the same effect in the long run and make people wonder if they are being sold another bill of goods this time.

Only time will tell. It's too early to say what will be effective. What we have on this thread are just visceral responses from skeptics.
