Since UMTS Rel. 99 was frozen a while back, and Nokia signed up on that basis, I think, the 1992 comment is, ah, ridiculous, charitably speaking.

But that begs the question, I know, since the issue is what happens when the significant patents expire. I did the research once--I think 2011 is the last date on which the heart and soul patents expire.
