Immigrants can't vote. Even when you get a green card after several years it is another 5 till you become a citizen. I am talking about native born Americans and maybe some immigrants who have been here a long time. The poor don't vote at least not in the numbers the rich and educated do. Even in Presidential elections only 50% of the population votes and the upper end of income and educational scales are represented far more strongly. Unskilled migrants only compete against non-voters and lower costs for the people who do vote.

Bush represents business interests who want lots of immigration but if they actually rationally change immigration policies to favor legal skilled migration then there really would be an uproar among their potential voters. So the easier path is keep a flood of illegal unskilled workers streaming in while making lots of conservative noises.

Similar story in Aus. Most legal Aussie immigrants have to be highly skilled (less family reunion allowed). The difference is there are few illegals and policies against them are very tough. The similarity is you would think from the noises they make that the Liberal Party (the right wing party in Australia) is anti-immigration but in fact in the ten years they have been in power immigration has been greater than in the previous decade of Labor Party rule.

BTW I am an Australian in the US on an H1-B and approved for a green card but still waiting for it.
