Read the book "Boy Genius" about Rove's history. It's very specific about all his push polls. He uses them in almost every election. They get the smear campaigns going, then Rove likes to find surrogates willing to outright lie about his opponent, and pretend Bush (or whomever Rove reps) has nothing to do with the lying. Rove is also a specialist at planting phony evidence and framing opponents with it (hello Dan Rather?), fraudulently using biased members of law enforcement to harass opponents, scrubbing black voters from voter rolls, intimidating blacks with things like vehicle inspection roadblocks on the way to polling stations, ballot stuffing and probably fixing electronic voting machines as well.

Rove and Bush were both students of Lee Atwater who invented modernday dirty politics and ways to exploit racism and other skeletons in the nation's closet. Atwater ran the Willie Horton ad while his boss Bush Sr. pretended to have nothing to do with it.
